Region VIII Standing Rules


Rule 1    
All members attending the Regional Conference must register and pay fees.  Admission to all sessions shall be by 
name badge only.  Delegate and Alternates at the Regional Conference Shall register with the Credentials Committee.

Rule 2    
a)  The Credential Committee is to present their initial report as the Conference's first item of official business and at
the start of the first meeting each day and other items when required as resulting changes in the registration rolls.

b)  A member registered as an alternate can, upon proper clearance by the Credentials Committee, be transferred
from alternate to delegate at any time during the business meeting.  A delegate may resume delegate status upon
clearance by the Credentials Committee.

Rule 3
The Regional Vice President shall appoint a committee of three to approve the minutes of the conference

Rule 4
All reports and other material for the permanent printed record of the proceedings shall be typewritten and presented
to the Conference Secretary

Rule 5
Members shall be in their seats at least five (5) minutes before the scheduled meeting time.  Delegates shall sit
in the section reserved for them.

Rule 6
Members wishing to speak shall after going to the microphone and being recognized by the Chair, shall give their
name and association before proceeding to speak

Rule 7
No member shall speak in debate more than twice on the same question on the same day, or longer than
three minutes per speech without permission of the assembly granted by a two-thirds vote without debate.

Rule 8
Any member in good standing may present motions or participate in discussion.  Main motions and amendments
shall be in writing, submitted in triplicate, signed by the maker and the sender, and shall be delivered to the 
conference Secretary immediately after being proposed.  Only certified delegate or their alternates may vote.

Rule 9
Any member in good standing may make nominations from the floor for any of the offices, provided that the nominee's willingness to serve has been obtained

Rule 10
The quorum shall be a majority of the voting delegates who have registered at the conference.

Rule 11
These rules shall be adopted, amended or suspended by two-thirds (2/3) vote of a majority of the voting delegates.

Rule 12
Motions to be presented to the Conference shall first be presented to the Recommendations Committee.  The Committee shall prepare suitable motions to carry into effect recommendations referred to it, and shall submit to the Conference with the Committee's own recommendation as to appropriate action as to appropriate action, as per Region bylaw 3.C (Recommendations Committee).
